Implementation of Panducakti in Increasing the Effectiveness of Public Services in Sodo Village, Pakel District, Tulungagung Regency

Abstract
Good public service is assessed by how the service is implemented in accordance with established service standards. The Sodo Village Government, Pakel District, Tulungagung Regency, implemented an online-based application called Fast, Accurate, Integrated Population Administration (Pandu Cakti). This research was conducted in Sodo Village, Pakel District, Tulungagung Regency, which aims to determine the implementation of Pandu Cakti in order to improve the effectiveness of public services in Sodo Village. This research uses a descriptive method with a qualitative approach and uses an analytical tool from supporting factors in the success of e-Government based on Kalvet's theory (2012). The data collection techniques used observation, interviews and documentation and also the determination of sources by snowball sampling and analyzed using data analysis techniques, namely data reduction, data presentation, and conclusion drawing. The results of this study indicate that the use of the Pandu Cakti application has not met the six supporting factors in the success of e-Government innovation based on Kalvet's theory (2012). The leadership factor runs well where leaders carry out their duties well and are able to create innovations to solve problems that have not been resolved so far. Funding factors, where this innovation uses funds from the Village Budget (APBDes) and there are no funding constraints. Legislative and regulatory support factors have been running well with the existence of a written basis and cooperation agreement. The development of information technology infrastructure (strategic) has been running well although there are some obstacles in the network. Partnership factors with the public sector, there are partnerships with the public sector, namely the Pakel District Office and the Dukcapil Office of Tulungagung Regency. The competence factor of the Panducakti service application users is not optimal.
