Abstract
This study aims to analyze how salary data management, information
clarity, and employee reporting can address procedural flaws in implementing the
merit system within the State Civil Apparatus (ASN) of Jombang Regency. The
merit system, which emphasizes competence and performance, serves as a critical
foundation for professional civil service management. However, in practice,
challenges such as data entry errors and the lack of timely reporting by employees
still occur. This research adopts a descriptive quantitative approach with hypothesis
testing. Data were collected through questionnaires distributed to 20 civil servants
and analyzed using validity, reliability, and regression tests. The results indicate
that all three variables structured salary data management, information clarity,
and employee reporting significantly influence the improvement of procedures
within the merit system. These findings highlight the need for reforms in ASN
salary management, focusing on data accuracy and reporting awareness to ensure
the merit system functions more effectively and accountably.
