EFEKTIFITAS PELAKSANAAN PROGRAM PENDAFTARAN TANAH SISTEMATIS LENGKAP (PTSL) UNTUK MASYARAKAT

This research aims to analyze the effectiveness of the implementation of the Complete Systematic Land Registration (PTSL) program in Ngumpul Village, Jogoroto District, in 2020. The PTSL program is a government initiative to accelerate land registration and provide legal certainty to the community. This study uses a qualitative method with a case study approach. Data was collected through interviews with various sources, including village officials, the PTSL committee, and community members who participated in the program. The results of the study show that the implementation of the PTSL program in Ngumpul Village was quite effective. This is indicated by the high level of community participation, the achievement of the land registration targets, and the benefits felt by the community, such as legal certainty over their land. Nevertheless, there were several obstacles encountered, such as the community's lack of understanding regarding the PTSL procedure, administrative and document issues, and land conflicts and disputes. The research concludes that the PTSL program has great potential to improve community welfare through legal certainty over land. However, further efforts are needed to address the existing constraints, such as increasing socialization and education for the community, providing administrative assistance, and effectively resolving conflicts.
