Abstract

Poverty remains a multidimensional issue and one of the major challenges in various regions of Indonesia, particularly in rural areas. One of the government's efforts to alleviate poverty is through the Family Hope Program (Program Keluarga Harapan/PKH), a conditional cash transfer aimed at improving poor families’ access to education and healthcare services. This study aims to examine the implementation of PKH in Jatirejo Village, Diwek District, Jombang Regency, and to analyze its impact on the welfare of poor households. This research adopts a descriptive qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. Informants were selected using purposive sampling, comprising social facilitators, village officials, community leaders, and PKH beneficiary families. Data analysis was conducted through the interactive model by Miles and Huberman, involving data reduction, data display, and conclusion drawing. The findings reveal that the implementation of PKH in Jatirejo Village has been carried out, yet not optimally. Several obstacles were identified, including ineffective communication, limited human resources and infrastructure, weak implementer disposition, and a rigid bureaucratic structure. Nevertheless, the program has had a positive contribution to the welfare of beneficiaries, especially in improving children's school participation and access to basic health services. However, the impact is not yet evenly distributed among all recipients.
