Abstract

The increasing number of Indonesian Migrant Workers (PMI) in Taiwan during 2022–2023, particularly in the informal sector which is not fully protected by official legislation, has led many of them to face various problems, such as unpaid wages, overcharging by agencies, and cases of workers fleeing from their workplaces. The Indonesian Economic and Trade Office (IETO) in Taipei, as Indonesia's representative in Taiwan, is responsible for addressing these issues by providing a complaint mechanism. This study employs a descriptive qualitative method with secondary data collection techniques through documentation and literature study. The purpose of this research is to analyze the role of IETO Taipei in handling problems faced by PMI in the informal sector in Taiwan during 2022–2023, as well as to identify forms of cooperation established by IETO Taipei with relevant institutions to strengthen the protection of PMI. Based on the concept of soft power theory and the approach of humanitarian diplomacy, this study finds that IETO Taipei collaborates with BP2MI and builds cross-institutional synergy at the bilateral level as part of efforts to resolve issues concerning PMI in the informal sector in Taiwan.
