Abstract

This research aims to analyze the implementation of Minister of Law and Human Rights Regulation Number 22 of 2018 concerning Harmonization, Rounding and Strengthening the Concept of Draft Regional Regulations (Raperda) in Malang City. This regulation regulates the procedures and mechanisms that must be followed in the process of harmonization of the Draft Regional Regulations, to ensure consistency with higher laws and regulations and national interests. In this research, an empirical juridical approach is used to examine how the harmonization process is implemented, including the role of the East Java Regional Office of the Ministry of Law and Human Rights, as well as the obstacles faced in its implementation. The research results show that even though this regulation has been implemented, there are several challenges faced, such as limited human resources and lack of coordination between local governments and the Ministry of Law and Human Rights. Apart from that, this research also provides recommendations for increasing the effectiveness of regulatory harmonization at the regional level, so that the resulting legal products are of higher quality and in accordance with the national legal framework.
