IMPLEMENTATION OF GENERAL ELECTION COMMISSION DECISION NUMBER 476 OF 2022 CONCERNING TECHNICAL GUIDELINES FOR THE FORMATION OF AN AD HOC BODY TO ORGANIZE THE 2024 ELECTION IN THE KPU OF JOMBANG DISTRICT (Study of the Establishment of PPK in Jombang Regency)

Elections have been regulated in Law Number 7 of 2017. In the 2024 Election the KPU provided a new innovation in the form of the SIAKBA application in the formation of an Ad hoc Body which was carried out on a technical basis in accordance with KPU Decree Number 476 of 2022. In this way the research objective can be formulated, namely to find out the implementation KPU Decision Number 476 of 2022 and the obstacles that occur. This research uses a qualitative descriptive method to describe implementation based on George Erdward III's theory. Data collection through observation, literature study, and interviews. The results of this research are firstly Communication, the Jombang Regency KPU implemented it using socialization methods both on social media, print media and face to face. Second, resources, human resources, budget and equipment are sufficient to support the implementation process. Third, disposition, the Jombang Regency KPU has carried out its duties and responsibilities in accordance with existing technical regulations. Fourth, the bureaucracy in the Jombang Regency KPU area is in accordance with existing SOPs. There are several obstacles that occur, such as network servers, uneven media knowledge among registrants, adaptation between the KPU and registrants.
