The procurement of government goods/services through e-purchasing is a
priority both in Ministries/Institutions through the Sectoral Electronic Catalog, as
well as local governments through the Local Electronic Catalog. E-purchasing
through the e-catalog system is a procurement policy that is being developed by the
government to provide wide opportunities for micro, small, and cooperative
business actors, as well as increase the use of domestic products. Construction work
is one of the most complex products in the procurement process because there are
many variables that need to be met in the procurement process.
This study aims to determine the implementation of e-purchasing for
construction work through local electronic catalogs at the Public Works and
Spatial Planning Office of Nganjuk Regency, identify the obstacles faced, analyze
the factors that support the smooth implementation and impact of the
implementation of e-purchasing on the effectiveness, efficiency and transparency of
the procurement process. The research method used is a qualitative descriptive
study with data collection through interviews, observation and document analysis.
The results of the study show that the use of local electronic catalogs can
increase effectiveness, efficiency and transparency in the procurement process of
construction work. However, there are still some challenges that need to be
overcome, such as improving and refining applications and the need for more
specific regulations and technical instructions for the procurement of construction
work.
