Abstract
Economic development at the village level is an important aspect in improving community welfare. Along with the development programs rolled out by the central government, one of the efforts made to strengthen the village economy is through independent management of economic resources. As a form of participation in local economic development, BUMDesma is encouraged to achieve self-reliance through the management of existing assets. One of the policies implemented is the Nganjuk Regency Regulation No. 4 of 2022 on the Transfer of Management of Community Revolving Fund Activities from the Former National Program for the Empowerment of Self-Reliant Rural Communities to a Joint Village-Owned Enterprise.
The research used in this research is descriptive research with qualitative approach. This descriptive study used because the researchers tried to photograph the events that occurred, the researchers did not provide treatment or manipulation, but describe a condition as it is. The focus of this study is based on the model of policy implementation presented by Model George C. Edward III. 4 (four) variables affecting the implementation of the policy namely communication, resources, dispositions, and bureaucratic structures. The result of the research shows that the implementation of Nganjuk Regency Regulation No. 4 of 2022 on the Transfer of Management of Community Revolving Fund Activities from the Former National Program for the Empowerment of Self-Reliant Rural Communities to a Joint Village-Owned Enterprise has been maximal. In addition, there is still a lack of facilities and infrastructures in the delivery of information regarding park utilization permits. There is still a shortage in the variables resulting in the implementation of a policy can not be implemented maximally. So it still needs repairs in every system.
