Abstract
Perak Village, Jombang Regency, is a lowland area with a high
risk of flooding. This study aims to analyze the causes of flooding from
hydrological aspects, land use, and drainage systems, evaluate the
mitigation strategies that have been implemented, and formulate
appropriate technical and policy recommendations. The research
approach uses a quantitative method through rainfall analysis with
Gumbel and Log Pearson Type III distributions, as well as runoff
discharge using the rational formula. Primary data were obtained through
field observations, interviews, and questionnaires; while secondary data
comes from BMKG (Meteorology, Climatology, and Geophysics
Agency), BPBD (Regional Disaster Management Agency), and spatial
planning documents. The analysis results show a peak discharge of 8.12
m³/s and a dominant rainfall intensity reaching 46.608 mm/hour, while the
total runoff coefficient value reaches 0.434. Structural mitigation
strategies such as the construction of embankments and river
normalization have not been fully effective because they are not based on
actual data and lack coordination. Community participation demonstrates
a strong potential for flood risk reduction, as evidenced by 90% of
residents willing to participate in disaster training. Recommendations
include redesigning drainage channels, constructing retention ponds, GIS
based risk mapping, local early warning systems, and strengthening
institutions through the establishment of Flood Preparedness Teams and
coordination forums among affected villages. A data-driven and actively
participatory approach serves as the main foundation for sustainable
mitigation in Perak Village.
