Abstract
MANAGEMENT POLICY OF VILLAGE-OWNED ENTERPRISES (BUMDes) IN IMPROVING COMMUNITY WELFARE IN KALIGORO VILLAGE, KUTOREJO DISTRICT, MOJOKERTO REGENCY

Abstract
Kaligoro Village, Kutorejo District, Mojokerto Regency, has considerable economic potential through the management of Village-Owned Enterprises (BUMDes). However, challenges in business management, limited human resources, and the optimization of business units such as savings and loans and mini ATM services remain obstacles to maximizing BUMDes’ contribution to improving community welfare. This study originates from the problem of how far BUMDes management policies can encourage local economic growth and increase residents’ income.
This research employed a descriptive qualitative approach with data collected through in-depth interviews, observations, and documentation studies. The research informants consisted of BUMDes administrators, village officials, and community members using BUMDes services. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion/verification. The study focused on the form of BUMDes management policies in Kaligoro Village, the impact of these policies on improving community welfare, and the obstacles and improvement efforts of BUMDes.
The results show that BUMDes Kaligoro’s management policies have been designed in accordance with the needs of the community and the potential of the village, focusing on providing financial access and simple banking services. The savings and loan unit helps residents obtain business capital at affordable interest rates, while the mini ATM service facilitates financial transactions without the need to travel to the city. The impact of these policies can be seen in increased income for some residents, the creation of new business opportunities, and improved financial literacy. However, constraints remain, such as a lack of managerial training, limited product/service innovation, and minimal promotion.
