Abstract
THE ROLE OF THE VILLAGE DELIBERATIVE BODY IN OPTIMIZING VILLAGE DEVELOPMENT MANAGEMENT

Based on the author's observations in several villages, the role of the Village Consultative Body (BPD) in implementing village development remains suboptimal. The problem lies in the weak performance of the BPD in carrying out its role in village governance. Furthermore, the BPD's lack of public aspiration is used as a reference in policy-making within the village government. Therefore, the author is interested in researching "The Role of the Village Consultative Body in Optimizing Village Development Management."
The author used a normative juridical research method, focusing on understanding the application of norms in existing legal practices. This research is classified as descriptive analytical research, which aims to collect detailed, actual information that describes existing phenomena, then organizes, explains, and analyzes it.
The Village Consultative Body (BPD) was established pursuant to Law Number 6 of 2014 concerning Villages and represents the community in village government. The term of membership of the Village Consultative Body is six years, starting from the date of the oath/pledge. Matters related to the BPD are further regulated in Minister of Home Affairs Regulation Number 110 of 2016 concerning the Village Consultative Body. According to Article 31, the Village Consultative Body (BPD) has the following functions: (a) Discussing and agreeing on Draft Village Regulations with the Village Head; (b) Accommodating and channeling the aspirations of the village community; and (c) Overseeing the performance of the Village Head.
The BPD is an institution that plays a crucial role in village government. It has the authority to formulate village development plans together with the Village Head, oversee development implementation, and provide advice to the village government on village development matters. In carrying out its legislative duties, the BPD serves as a channel for community aspirations, which are then formalized in Village Government decisions that serve as the legal basis for village development.
Strengthening the role of the Village Consultative Body (BPD) is crucial for developing participatory and sustainable villages. To this end, the BPD must: (a) improve its performance; (b) improve its cooperation with the Village Government and the community; (c) improve its cooperation with village community institutions, including Neighborhood Associations (RUK Tetangga), Citizens' Associations (RUK Warga), Youth Organizations (Karang Taruna), Family Welfare Empowerment (PKK), and Village-Owned Enterprises (BUMDES); and (d) improve the quality of cooperation between the BPD and the Sub-district Government. This is intended to achieve the goal of creating an independent, prosperous village community capable of maintaining a balance between economic, social, and environmental needs.
