This study analyzes the role of the Village Consultative Body (BPD) in the
administration of village governance in Watudakon Village, Kesamben District,
Jombang. The BPD has legislative, advisory, and supervisory functions. In its
legislative function, the BPD plays an active role in formulating and discussing
draft village regulations with the Village Head, ensuring that the regulations reflect
community aspirations and comply with statutory provisions. The BPD's advisory
function includes accommodating and conveying community aspirations to the
village government, as well as providing input for better village development. In its
supervisory function, the BPD is responsible for overseeing the performance of the
Village Head, village financial management, and the implementation of
development programs, as well as providing warnings and direction in the event of
deviations. The results of the study indicate that the BPD in Watudakon Village has
carried out these functions, although not optimally, especially in terms of
community participation in meetings. Obstacles faced include a lack of operational
funds, low participation of BPD members, and limited community understanding of
the BPD's functions. Supporting factors for the implementation of BPD duties are
support from the village government, a BPD member election system that increases
community trust, and good communication between the BPD and various parties.
A harmonious relationship between the BPD and the village government is crucial
for achieving effective governance that is responsive to community needs. Efforts
to increase the capacity of BPD members and outreach to the community are
needed to optimize the BPD's role in realizing transparent, participatory, and
accountable village governance.
