Abstract
The problem of managing village assets is a problem that often occurs in villages in
Indonesia. The basis of this paper is research on the implementation of Permendagri No.
1 of 2016 concerning Asset Management in Villages in Japanan Village, Mojowarno
District, Jomabang Regency. Village Asset Management is divided into three aspects,
namely Village Asset Management and Planning, Transfer and Administration of Village
Assets, Deletion, Utilization and Security of Village Assets. The policy implementation
approach used is from the merilee's theory. Grindle who divides the success of
implementing a policy can be viewed from two sides, namely the content of policy and
the content of implementation. The entire research was conducted in a descriptive
qualitative research scheme with data analysis techniques using interactive models from
Miles and Huberman. The findings from the research are that the forms of Village asset
management efforts carried out in Japanan Village, Mojowarno District, Jombang
Regency are not in accordance with the concept of Law and Implementation of
Permendagri No.1 of 2016 Concerning Village Asset Management in Japanan Village,
Mojowarno District, Jombang Regency have not been successful. In the review of the
implementation theory of Merilee S. Grindle for the content of policy dimensions, there
are still many implementers and policy targets who do not understand the contents, aims
and objectives of Permendagri No.1 of 2016 concerning the Management of Village
Assets. Meanwhile, in the context of implementation, the inhibiting factors what was
found was that not too much effort had been made by the District Government in
implementing this regulation.
