Abstract
Iran is the country with the highest number of executions after China. The
high number of executions in Iran is largely due to the lack of legal flexibility.
This has drawn a lot of criticism from human rights organizations, the
international community, and other countries. The United States is one of the
countries that criticizes the death penalty in Iran. The United States publishes an
annual human rights report on countries, including Iran. This research aims to
analyze the Enforcement of Human Rights in Iran with a focus on the
implementation of the death penalty in Iran using conflict theory, the concept of
human rights, and the concept of foreign relations. The aspect of conflict in this
research refers to government policies and human rights, as well as external
conflicts in the form of criticism that become the focus in conflict theory. The
concept of human rights is used as an evaluation tool for the death penalty
policies and practices implemented by the Iranian government. Additionally, the
involvement of foreign relations concepts is considered by taking into account the
impact of the death penalty in that country. Qualitative research methods as the
foundation for writing in describing and interpreting results and data collection
in this thesis. The development of Human Rights in Iran from 2021 to 2023 has
seen improvement. Therefore, a lot of support is needed so that the country of Iran
can minimize execution actions.
