Abstract
This research addresses the marriage certificate policy as a mandatory requirement for marriage which focuses on implementation in Menganto village. The marriage certificate policy is implemented to prevent the increase in the number of early marriages. The aim of this research is to find out the background of the marriage certificate and to find out the implementation of the cloth certificate in Menganto village. This research uses qualitative methods with data collection techniques through interviews and observations carried out on informants. who took part in a series of events in the marriage certificate process, while the technique for determining informants used a purposive technique with the subject criteria being prospective grooms, bride clones, KUA officers, health authorities, matriarchs or registrar officers
The theory used in this research is the theory of Jurghen Habermas, namely the critical paradigm theory. The results of this research show that the beginning of the implementation of the marriage certificate policy as a mandatory requirement for marriage was to prevent the increase in the number of early marriages, but even though in the village of Menganto there were no recorded cases of early marriage, but the certificate Eligibility for marriage is still being implemented. There were 10 resource persons who were successfully interviewed. Only 2 of the 10 received a certificate of fitness for marriage. Three of them did not receive a certificate for eligibility for marriage because they were pregnant or pregnant outside of marriage and had severeitis. Two of them attended pre-marital classes but did not attend until The event was completed in 3 days because it took a very long time and also the material presented was obtained by the informant from the parents and the other three informants really did not know or get the informant regarding the marriage certificate, the participants were less than optimal due to the lack of information regarding the existence of the marriage certificate. marriage certificate as a mandatory condition for marriage
