Abstract

In accordance with government regulation number 20 of 2006 concerning irrigation: So the management of irrigation is the authority and responsibility of the central government whose implementation is in the assistance task of the Department of Public Works for Irrigation (DPUP) of East Java Province. In order to facilitate the implementation in the field, the Provincial Public Works Department of Waterworks collaborates with the Kediri Regency and Jombang Regency Governments through the Office in charge of irrigation. The Technical Implementation Unit (UPT) for Water Resources Management Kesamben Jombang Regency has an irrigation area of 6,693 Ha. (Data Year 2015). It consists of 2 secondary irrigation canals, namely Sentul secondary channel and Melik secondary channel, which often experience delays and delays. the uncertainty of the availability of water discharge so that it requires proper handling and distribution of water, according to the targets and applicable rules. To meet the irrigation water needs again, of course, it is necessary to restore the function of the existing irrigation network and adjust the area of rice fields with the amount of discharge that exists in the irrigation network. Efforts that can be done is to make improvements to the pattern of irrigation services in such a way that the planned discharge can meet the real water needs for irrigation in accordance with conditions in the field. As well as the need for normalization of rivers in channels that have sediment, so that water can reach downstream areas, especially the area of the Public Works Department, UPT Natural Resources Management, Kesamben.
